Previous years many organizations realized the need for Learning Lessons to enhance effectiveness and impact. Increased efforts were made to strengthen Monitoring and Evaluation as a prominent function in their operations. We saw this process taking place both in development organizations and in other public organizations (like in SenterNovem in the Netherlands). Apparently according to Minister Koenders in the Netherlands (development cooperation) just 'learning the lessons' is not enough, as he announced an intension for rigorous tightening of the criteria to access funds. Development organizations should demonstrate more effective partnerships both with the South, among themselves and with other actors in development. They moreover will need to embedd their proposals in a more thorough context analysis to better adressing the needs and opportunities of end-users .....
