Learning Lessons is not enough

Previous years many organizations realized the need for Learning Lessons to enhance effectiveness and impact. Increased efforts were made to strengthen Monitoring and Evaluation as a prominent function in their operations. We saw this process taking place both in development organizations and in other public organizations (like in SenterNovem in the Netherlands). Apparently according to Minister Koenders in the Netherlands (development cooperation) just 'learning the lessons' is not enough, as he announced an intension for rigorous tightening of the criteria to access funds. Development organizations should demonstrate more effective partnerships both with the South, among themselves and with other actors in development. They moreover will need to embedd their proposals in a more thorough context analysis to better adressing the needs and opportunities of end-users ... We believe we can assist in developing this 'system thinking' approach also to enhance PARTNERSHIPS through a 5 step approach:

In order to visualize the 'power game' to challenge by an intervention, identify and invite (representatives of) 'end-users' and those who may oppose the project (saboteurs) and identify the roles of different complementing 'suppliers' (network analysis) - see example below.
Have all stakeholders understand each others' perceptions on the current problematic situation and determine areas of priority in the context analysis (mandate, importance, expertise, resources).
Visualize the agreed Results that need to be reached through well articulated and assigned Activities under prevailing ASSUMPTIONS and RISKS (to be monitored!) in a WHAT (should happen) matrix.
Assess though brainstorming and a checklist the implementation capacity of the organization and if required, design and present an internal organizational capacity building plan in a HOW (should it happen) matrix.
Match the key partners to provide a comprehensive package and design and visualize a partnership agreement in a SUPPORT matrix.

06-11-2008: 'Ontwikkelingsorganisaties moeten fors moderniseren'

'Ontwikkelingsorganisaties moeten veel meer en beter gaan samenwerken. Allereerst met elkaar, hier in Nederland. Weg met de versnippering. Maar daarnaast ook met ambassades, bedrijven en andere, niet voor de hand liggende, partners. Ruimte voor innovatieve samenwerkingsverbanden.' Dat was een belangrijke boodschap die minister Koenders (Ontwikkelingssamenwerking) vandaag meegaf aan de ruim honderd vertegenwoordigers van ontwikkelingsorganisaties. Deze groep was bijeen gekomen op verzoek het ministerie van Buitenlandse Zaken om van de minister te horen wat hij de komende jaren van deze organisaties verwacht.

Zijn boodschap was helder: 'Moderniseer en word effectiever door samenwerking en maatwerk.' Koenders ziet de ontwikkelingsorganisaties als belangrijke partners voor de uitvoering van het Nederlandse ontwikkelingsbeleid. De financiering daarvoor is vastgelegd in het zogenaamde Medefinancieringsstelsel. Het huidige stelsel loopt tot en met 2010.

Over de vorm van het nieuwe stelsel, is minister Koenders in mei van dit jaar een beleidsdialoog gestart. Vandaag was de afronding van deze dialoog en presenteerde de minister zijn visie hierop. In deze visie staat effectiviteit centraal. Organisaties moeten meer maatwerk gaan leveren, waarbij zij scherper rekening houden met de noden en kansen in een specifiek land. Ook overweegt Koenders een deel van de financiering flexibel in te zetten, zodat op goede, inhoudelijke samenwerking een premie komt te staan.
Op basis van deze, en andere criteria verwacht de minister straks minder organisaties te zullen gaan ondersteunen. ‘Minder maar beter’, aldus Koenders. 'De omvang van het bedrag dat naar het particuliere kanaal gaat wordt daardoor mede afhankelijk van de kwaliteit van de voorgestelde programma’s.' In de komende maanden zal minister Koenders zijn plannen in een beleidsnotitie verder vorm geven.
